Optional recipient email for QISP-added facilities, real report send log, richer report emails
- QISPs can now add a facility without an LRP email — the facility is managed under the QISP's own login until a recipient is added later; direct facility signups still require it (it's their account login)
- Facility cards on the QISP dashboard flag any facility with no recipient email on file — reports and alerts silently going nowhere is now visible, not hidden
- SMARTS Uploaded added alongside Notified / Sample Submitted on the QSE Notification Record
- Scheduled Report Log is now real data (who, when, sent vs. skipped) pulled from a new send-history table, replacing the earlier demo placeholder
- Scheduled and on-demand report emails now include a 5-day forecast, a "since your last report" rainfall + QSE summary, a short See Full Report link, and a sign-in link
- White-labeled reports now show the QISP's own logo in the banner when one is set (new Branding section on the QISP dashboard)

- Full QISP/Consultant onboarding: multi-facility account management, white-label reporting option, partner commission structure
- Drafted the Facility Service Agreement and QISP Partner Agreement covering data usage, IP protection, and billing terms
